7 Major Changes to Philippine Pet Import Requirements in 2027: What Pet Owners Need to Know

Planning to bring your dog or cat to the Philippines in 2027? Whether you're a Filipino returning home, an overseas Filipino worker (OFW), an expatriate relocating with your family, or a pet owner arranging international transportation, there are important changes to the Philippine pet import requirements that you need to understand before booking your pet's flight.

The Philippine Bureau of Animal Industry (BAI) has issued Memorandum Circular No. 60, Series of 2026, introducing updated documentary and animal health requirements for dogs and cats entering the Philippines.

These changes take effect on January 1, 2027, and will affect how pet owners prepare veterinary records, complete rabies testing, secure import permits, and organize international pet travel.

However, not every pet arriving in 2027 will automatically be subject to the new regulations.

IMPORTANT: Will the Old or New Import Policy Apply to Your Pet?

The applicable import requirements depend on the approval and validity of your Sanitary and Phytosanitary Import Clearance (SPSIC), commonly referred to as the Philippine Pet Import Permit.

If your SPSIC is approved on or before December 31, 2026

Your pet may continue to travel under the previous import requirements, provided the SPSIC remains valid and its conditions are satisfied.

BAI confirms that pets traveling under these valid permits are not required to comply with the newly introduced RNATT and Form 1 requirements.

If your SPSIC is approved from January 1, 2027 onward

Your pet must comply with the updated import requirements, including rabies antibody testing, the new veterinary documentation, and the applicable health conditions.

An important reminder: an SPSIC is valid for 60 days, is non-transferable, and may only be used for one shipment. Extensions are not permitted.

If your previously approved SPSIC expires before your pet can travel, a new application may require compliance with the updated regulations.

Understanding this distinction is particularly important for pet owners scheduling travel during the transition between December 2026 and early 2027.

  • Rabies Antibody Titer Testing Becomes Mandatory

One of the most significant changes is the introduction of mandatory Rabies Neutralizing Antibody Titer Testing (RNATT) for dogs and cats covered by the new import requirements.

Previously, RNATT was not generally required for routine pet importation into the Philippines.

Under the new regulations, dogs and cats must have a qualifying rabies antibody test result of at least 0.5 IU/mL.

The Philippines recognizes the Fluorescent Antibody Virus Neutralization (FAVN) and Rapid Fluorescent Focus Inhibition Test (RFFIT) methods. ELISA testing is not accepted for this requirement.

Testing must be performed through an accepted laboratory, including recognized laboratories listed by the European Commission or US Centers for Disease Control and Prevention, or government-recognized laboratories in the source country.

When should blood sampling be performed?

For pets receiving their initial rabies vaccination, blood collection must take place at least 30 days after vaccination.

For pets with a valid rabies vaccination, blood sampling may be performed at any time, subject to the applicable requirements.

A previously qualifying RNATT result may remain valid throughout the pet's lifetime if rabies vaccination continuity is properly maintained.

However, if a rabies booster is administered after the previous vaccine has expired, even by one day, the existing RNATT result becomes invalid under the new BAI guidance and the required process must be repeated.

What this means for pet owners

Rabies antibody testing introduces an additional preparation stage that may affect your relocation schedule.

Laboratory turnaround times vary by country and facility. If your pet has never undergone RNATT, we recommend beginning preparations well before your intended travel date.

  • Introduction of New Veterinary Documentation: Form 1

The new import policy introduces Form 1 (Certificate of Animal Vaccination, Antibody Titer and Medication).

This form consolidates essential information about the pet, including:

  • Pet identification and microchip details
  • Rabies vaccination history
  • RNATT results
  • Internal and external parasite treatments
  • Veterinary declarations and endorsements

Each dog or cat requires its own completed Form 1.

The form must be properly completed and endorsed by the applicable veterinary professionals before the SPSIC application is submitted.

Depending on the exporting country's veterinary accreditation system, the required endorsement may be completed by an authorized government-accredited veterinarian or the national veterinary authority.

Is Form 1 the same as the International Veterinary Health Certificate?

No.

Form 1 is required as part of the SPSIC application process.

The International Veterinary Health Certificate (IVHC) is a separate document issued through the competent veterinary authority of the exporting country and is required for entry into the Philippines.

Pet owners must coordinate these documents carefully to avoid delays caused by incomplete or inconsistent information.

  • Updated Minimum Age and Rabies Vaccination Requirements

Under the updated regulations, dogs and cats must be at least 18 weeks old at the time of their SPSIC application.

Rabies vaccination must be administered by a licensed veterinarian, and the pet must be at least 12 weeks old when receiving its rabies vaccination.

The vaccination must remain valid when the pet enters the Philippines.

For pets undergoing their initial rabies vaccination, the 30-day waiting period before RNATT blood sampling must also be considered.

What this means for puppies and kittens

Pet owners relocating young animals need to account for the minimum age requirement, vaccination timing, blood sampling, laboratory processing, and permit application.

This means young puppies and kittens may not be eligible for immediate international travel, even if they appear healthy and have received their initial vaccinations.

The new guidance also introduces restrictions concerning pregnant animals and those that have recently given birth. These conditions should be checked before planning travel.

  • Updated Internal and External Parasite Treatment Requirements

Dogs and cats must receive appropriate internal and external parasite treatments as part of their preparation for importation.

These treatments must be documented in Form 1 and must remain valid both during SPSIC application and upon arrival in the Philippines.

According to BAI's published guidance, no specific parasite treatment product or fixed waiting period is prescribed, provided the treatment meets the required validity conditions.

What pet owners should prepare

Consult your attending veterinarian to ensure your pet has appropriate parasite prevention and that the treatment information is correctly recorded.

Documentation should identify the treatment administered and relevant treatment dates.

Because veterinary products have different effective periods, treatment schedules should be planned around the intended SPSIC application and travel dates.

  • Microchip Identification and Consistent Veterinary Records

Reliable identification is an important part of international pet relocation.

Under the updated framework, microchip information must be included in the new veterinary documentation.

Pet owners should ensure their dog or cat has a compliant microchip and that the recorded microchip number matches the identification used throughout the relocation process.

This includes:

  • Rabies vaccination records
  • RNATT laboratory reports
  • Form 1
  • International Veterinary Health Certificate
  • Applicable import documentation

PetTransPRO recommends confirming the microchip details with your veterinarian before beginning additional testing or submitting import documents.

Even a simple discrepancy in identification records can create avoidable complications during document review or arrival inspection.

  • Changes to SPSIC Applications and the Number of Pets Allowed

The Sanitary and Phytosanitary Import Clearance (SPSIC) remains mandatory for dogs and cats entering the Philippines.

Under the updated policy, SPSIC applications require additional supporting documents, including the accomplished Form 1 and an individual photograph of each pet.

Another significant change concerns the number of dogs and cats that may be imported.

Previously, the regulations imposed limitations on the number of pets that could be brought into the Philippines under ordinary pet import arrangements.

BAI's updated guidance states that there is no restriction on the total number of dogs or cats that may be imported, provided all applicable documentary and animal health requirements are satisfied.

What about permit validity and processing?

The SPSIC remains valid for 60 days and may only be used for one shipment.

BAI currently advises allowing up to 11 days for the processing of complete and consistent applications.

Pet owners should not assume that an SPSIC will be issued immediately upon submission.

Incomplete supporting documents or inconsistencies may delay approval.

  • Updated Arrival Documentation and Veterinary Health Certificate Requirements

The new process also emphasizes the documents that must accompany pets upon arrival in the Philippines.

The International Veterinary Health Certificate must be issued by the competent government veterinary authority of the exporting country within the prescribed pre-arrival validity period.

Under BAI guidance, the IVHC must be issued within 10 days before the pet enters the Philippines.

The document must be in English or accompanied by an English translation.

For pets arriving as accompanied baggage or in-cabin passengers, the required documents include:

  • Approved SPSIC
  • Government-issued International Veterinary Health Certificate
  • Completed and signed Form 1
  • Copy of the qualifying RNATT result

For pets arriving as manifested air cargo, additional cargo documentation, including the relevant Air Waybill, must also be presented.

Documentary inspection and veterinary clearance remain necessary upon arrival.

Pet owners should coordinate their transportation arrangements and arrival requirements with their airline, origin veterinarian, and destination handling agent.

How Early Should You Prepare to Bring Your Pet to the Philippines in 2027?

With the additional health testing, documentation, and government endorsements, early preparation is increasingly important.

PetTransPRO generally recommends allowing approximately 2.5 to 4 months for preparation, depending on:

  • Your pet's current vaccination and medical records
  • Whether rabies antibody testing has already been completed
  • Laboratory turnaround times
  • Availability of authorized veterinary endorsements
  • Export documentation requirements in the country of origin
  • Airline reservations and pet transportation arrangements

This is a recommended planning allowance rather than a government-mandated waiting period.

Certain pets may be ready sooner, while others may require additional preparation, especially if revaccination or repeat laboratory testing becomes necessary.

Frequently Asked Questions About Philippine Pet Import Rules in 2027

Can my pet arrive in January or February 2027 under the old import policy?

Yes, if your pet is traveling under a valid SPSIC approved on or before December 31, 2026, within its 60-day validity and in accordance with its conditions.

Is rabies titer testing mandatory for all dogs and cats under the new policy?

Yes. Pets covered by the new requirements must have a qualifying RNATT result of at least 0.5 IU/mL from an accepted laboratory.

Is a rabies titer test required for pets coming from rabies-free countries?

Yes. BAI confirms that rabies vaccination and RNATT are still required even for pets originating from countries that have not reported rabies or have a rabies-free declaration.

Can I reuse an old rabies titer test result?

Potentially, yes. BAI recognizes previously qualifying results when rabies vaccination continuity has been properly maintained. If vaccination continuity was broken, repeat preparation may be necessary.

How long is the Philippine pet import permit valid?

The SPSIC is valid for 60 days, is non-transferable, and can only be used for one shipment. Extensions are not permitted.

Can I bring more than three pets into the Philippines?

Under the new regulations, BAI states that there is no restriction on the number of dogs or cats that may be imported, provided all applicable health and documentation requirements are met.

Can I prepare my pet's documents after booking the flight?

Although airline reservations form part of relocation planning, we strongly recommend reviewing the import requirements first. Some veterinary procedures require advance preparation and cannot be completed immediately before departure.
