Pet relocation from the Philippines to Singapore

Strict, orderly and heavily documented — the AVS licensing process rewards owners who start early.

The short answer

Bringing a pet into Singapore from the Philippines requires an import license from the Animal and Veterinary Service, a valid rabies vaccination with a microchip, a rabies titer test, a health certificate and a flight that AVS accepts. Pets from countries with rabies risk are normally subject to a quarantine stay at the Sembawang facility, and quarantine space is booked in advance, so the sequence starts with the license rather than with the flight.

Requirements reviewed October 2026. Rules change — we confirm the current position for your route before anything is booked.

What your pet needs

Requirements for Singapore

The steps below are the ones that decide your departure date. Everything else follows from them.

AVS import license

The license is applied for before travel and validated against the vaccination and testing records. We prepare and lodge the application on your behalf.

Vaccination and titer test

A microchip and a current rabies vaccination are required, together with a rabies antibody test at a WOAH reference laboratory or one approved by a Schedule I or II country. The dog or cat license also has to be in place before the import license is applied for.

Quarantine booking

Quarantine space at the AVS Animal Quarantine Centre is limited and has to be reserved through the quarantine management system. We book it as soon as the serology result is in hand, and the date of entry is fixed by the reservation AVS confirms — the flight date is set from the booking, not the other way round.

Health certificate and airline acceptance

The health certificate is issued before departure, and the flight must be one that AVS accepts for the arrival airport.

How the work is sequenced

Step by step

  1. 1

    Start and license application

License application and vaccination review; quarantine space identified.

  2. 2

    Veterinary work and serology

Titer testing, waiting period and quarantine booking confirmed.

  3. 3

    Quarantine booking

Health certificate with official endorsement, license validation, airline booking and export permit. Since 1 April 2026 every personal-pet clearance at Changi has to be handled by an AVS-recognized pet agent, so the owner can no longer do it directly.

  4. 4

    Flight and handover

Inspection at Changi, transfer to quarantine where required, release to the owner.

Answers

Singapore questions we get asked

If your question is not here, message us — the answer depends on your pet, not on a template.

How long is quarantine for a pet arriving in Singapore from the Philippines?

The Philippines is Schedule III, so the minimum is 30 days at the Animal Quarantine Centre, and the pet is vaccinated against rabies on arrival. Complete records decide whether anything beyond the minimum is needed — not a shorter stay.

Can I visit my pet during quarantine in Singapore?

Visiting hours at the Animal Quarantine Centre are currently Tuesday and Thursday afternoons and Saturday afternoon, with 15 minutes in the exercise field. We pass the current rules to you with the booking confirmation.
