Pet relocation from the Philippines to European Union

Italy, Spain, France, Germany, the Netherlands and the rest of the EU — titer-tested routes with a three-month waiting period.

The short answer

For the European Union, a pet from the Philippines needs an ISO microchip, a rabies vaccination recorded against that microchip, a rabies titer test at 0.5 IU/ml or above, and a blood sample taken at least 90 days before the health certificate is issued. Entry happens through a designated traveller's point of entry with an EU health certificate. Some EU countries also require tapeworm treatment for dogs. Plan on four months from a standing start: the 90 days after the blood sample are the part no airline, clinic or agent can shorten, and a pet that is already vaccinated and tested moves sooner.

Requirements reviewed October 2026. Rules change — we confirm the current position for your route before anything is booked.

What your pet needs

Requirements for European Union

The steps below are the ones that decide your departure date. Everything else follows from them.

Microchip and vaccination order

Chip first, then the rabies vaccination. Reversing the order means the vaccination does not count and the timeline restarts.

Titer test at an approved laboratory

The blood sample is drawn after vaccination and tested at a laboratory approved for EU pet travel. We handle sampling, shipping and the result record.

Three-month wait

The pet may enter the EU three months after the sampling date. Until then, no airline or agent can make the move legal.

EU health certificate

Issued by an official veterinarian shortly before travel, valid for a short window, and checked at the point of entry.

Country-specific extras

Some member states apply additional conditions, such as tapeworm treatment for dogs entering Finland, Ireland or Malta. We confirm what your destination actually asks for.

How the work is sequenced

Step by step

  1. 1

    Microchip and rabies vaccination

The microchip is implanted before the rabies vaccination — reversing the order means the vaccination does not count — with the species core vaccine, DHLPPI for dogs and FCRVP for cats, recorded in the vaccination book. This is day one: the titer test and the three-month wait are dated from it.

  2. 2

    Rabies titer test

The blood sample is drawn at least 30 days after the rabies vaccination and tested at a laboratory approved for EU pet travel, with the result at or above 0.5 IU/ml. Both dogs and cats need it.

  3. 3

    Three-month waiting period

Three calendar months have to pass between the sample and the animal health certificate. It is a legal minimum and cannot be shortened by us, the clinic or the airline.

  4. 4

    Flight and arrival

The pet flies as cabin baggage, checked baggage or manifested cargo once the animal health certificate is issued within 10 days of entry, with the owner travelling with it — or within five days of it — for the non-commercial rules to apply. It enters through a designated travellers' point of entry.

Answers

European Union questions we get asked

If your question is not here, message us — the answer depends on your pet, not on a template.

Which EU countries do you move pets to from the Philippines?

Italy, Spain, France, Germany, the Netherlands, Austria and others across the Schengen area, plus non-EU European destinations such as the United Kingdom, Switzerland and Norway, which have their own certificate formats.

Is the process the same for cats and dogs?

The sequence and the waiting period are the same for both species. Dogs carry one extra step for some destinations — Finland, Ireland, Malta, Northern Ireland and Norway — where a veterinarian gives tapeworm treatment 24 to 120 hours before entry.

Can the three-month waiting period be shortened?

No. It is a fixed condition of entry measured from the blood sample date. The only way to shorten the overall timeline is to start the vaccination and testing earlier.
