Pet relocation from the Philippines to Hong Kong

A short flight with a serious rule set: a Special Permit before travel, and a minimum of 120 days in quarantine afterwards.

The short answer

Hong Kong requires a Special Permit (Form AF240) issued by the Agriculture, Fisheries and Conservation Department before the pet travels, a microchip, a full infectious-disease vaccination record for the species, and a health certificate endorsed close to departure. Pets that do not meet the full requirements are subject to a quarantine stay at the AFCD animal management center, so the permit application and the vaccination sequence drive the calendar.

Requirements reviewed October 2026. Rules change — we confirm the current position for your route before anything is booked.

What your pet needs

Requirements for Hong Kong

The steps below are the ones that decide your departure date. Everything else follows from them.

AFCD import permit

The permit is applied for in advance and must be valid on the arrival date. Travel without it is not an option for the airline or the arrival authorities.

Microchip and vaccination

The pet needs an AVID- or ISO-readable microchip and full vaccination against distemper, hepatitis and parvovirus (dogs) or panleucopaenia and respiratory disease (cats), given at least 14 days and no more than a year before export. The rabies antibody test belongs to the Group IIIA route and does not apply to the Philippines.

Health certificate

Issued by a veterinarian close to departure and endorsed by the competent authority, confirming the pet is healthy and fit to travel.

Quarantine planning

Every dog and cat from the Philippines completes at least 120 days in an AFCD or licensed quarantine center after arrival, and no document set shortens it. We reserve the space first and build the flight date around it.

How the work is sequenced

    Start and permit application

  4. 4

    Flight and handover

Inspection in Hong Kong, quarantine coordination where required, release to the owner.

Answers

Hong Kong questions we get asked

If your question is not here, message us — the answer depends on your pet, not on a template.

Do pets need to quarantine when they arrive in Hong Kong from the Philippines?

Every pet from the Philippines completes at least 120 days of quarantine in an AFCD or licensed quarantine center, even with a complete document set. What the documents decide is whether the stay stays at that minimum or is extended, so we build the sequence months ahead.

Can I bring my pet to Hong Kong without an import permit?

No. The permit must be issued before travel and presented on arrival, and airline acceptance depends on it as well.
